Looks like the same road for sure Paul, but the spans are different. I don't see any pillars in my photo.

Looks like an extradosed bridge rather than a pure suspension or cable-stayed structure.

Purely for looks. No place for the load to go once it’s in the tower (other than back into the span....which would make no sense). The span looks to have deep enough beams to resist bending of such a short span. In engineering terms this bridge is more or less a simply supported structure. The tower and cables are there just for aesthetics.

If the "towers" and cables were underneath, I could see this working.

There is such a thing as a cable-stayed bridge, which supports part of the load and resists wind torsion by using cables from a central mast. A suspension bridge has cables from an anchorage over a tower to another tower and into an anchorage; the cables supporting the roadway hang vertically from the main cables.

This, however, seems purely ornamental. Dallas has built some over the Trinity near downtown that are much more elaborate than structurally necessary. See also Glasgow's "squinty bridge" and lots of Calatrava extravaganzas in Sevilla, Valencia, etc.
