Cannot Quit Safari....

I try to log out, it tells me Safari cancelled the logout process.

I see safari is still running. I open a new page, and I when I go to Safari menu, "Quit Safari" is grayed out.

I guess force quit is my only option. Why is an App unable to quit?

Have you tried the key combination of "Command-Q"? It probably won't work either but might be worth a try.

What version of Safari on which version of the OS? I have seen this happen on my Mac's in the past when a site would run code to disable Quit and Command-Q. Recent updates to Safari do a better job of blocking that kind of site hijack.

In the meantime a force quit is probably your only option.

I had that problem last year. Safari 11.1.22

I would force quit and the icon would loose it's carrot in the bottom dock ..... and commence to start bouncing and be running again.

Oh the crap I tried.

Go to Home/Library/Safari/ folder and remove the following two files:
history.plist lastsession.plist

You can also kill processes in the terminal.

The quickest way for me to Force Quit is to select Quit in the dock and then Opt, and click Force Quit.

Much faster than going to Terminal, and probably every bit as effective.

Is this no-quit issue a one-off, or more than once.

After Force Quitting, did you restart?

Most of the time there's some kind of confluence/convergences of process in progress that cause a hiccup. Sometimes in doesn't happen again, some times a restart is needed to fix it.

Sometimes a restart doesn't fix it and real troubleshooting is needed.
