In Asian countries, if the Reuter's pics are to be believed, routine masking is quite common even without a pandemic and has been for some time. In America, (in my observation) there has been a bit of a stigma with the practice. It's been limited to those with another medical situation, like lung disease or chemotherapy, or to those who need to protect their Superhero secret identity.
