It's not going to be practical to "fix" this situation, just as it probably wasn't practical to attempt perfection, for the reason Ombligo stated.
These sorts of quickie fixes, like the small business loans/grants rushed out haphazardly, are feel-good measures that do nothing to address any underlying issues that precipitated them in the first place.
Rail on if you must, but please focus up a littler higher at systems and broader long term policies. Live and learn, rinse and repeat.

Relatives of dead Americans all over the country are receiving coronavirus relief payments from the U.S. Treasury Department on behalf of the loved ones this week. Many are confused. Was it a mistake? Are they required to send it back? Some of them have already tried to. Either way, they can rest easy.
The U.S. government plans to allow heirs or spouses of dead people to keep the money, a source familiar with the matter said. A Treasury spokesperson declined to comment but said guidance on the matter is forthcoming.

Wow. Incompetence that can’t even be bothered to fix their mistakes. All this and they have done NOTHING for first responders and essential employees. Nice to know they do more for dead people’s families than our police, fire, and nurses.
