Windows PC recommendation

I've been a Mac user for the past 18 years, so Windows PCs are way back in the rear view mirror for me.
My son wants to get a gaming PC that will run both Fallout 4 and Red Redemption 2 at a reasonable cost. We would like to keep it under $700 or so.
Based on personal experience, can any of you who are dual OS users recommend a rig from either Amazon, BestBuy or Microcenter that will meet the minimum or better requirements for those two games. I already have a 24" monitor that will suffice.

In a quick look, this refurb PC looked pretty good. I would double the RAM when prices come down. Something close to this might go on sale if you are willing to wait for a few weeks.
- $700 Refurb Acer Nitro 50, Intel i7-8700, AMD RX 580 [www.newegg.com]

A cheaper option would be to find a refurb Dell with a CPU like an i7-4770 or i7-4790 and drop in an AMD RX-580 or a Nvidia GTX-1660 Super.

I just upgraded my Dell XPS 8500 to an 8930. Gave my 17 y/o son the 8500 (circa 2012-13) that had an i7-3770, 16GB, SSD, and he put in a Radeon 580 video card. The thing flies and satisfies his gaming needs. Probably $350-400 in parts.

Update: The Dell power supply is only rated for 295 Watts, so it will be borderline impossible to run anything more than a low profile/low power upgrade card.
