The light being above the subjects face will cast a downward shadow to some extent depending on the angle and height.
Having a camera dead center makes a very even light on the subject's face when lined up directly. Some people like this look, some don't. Personally, I would rather the light be a bit higher as I don't want the underside of my nose and chin to be lit up.
Both lighting setups described above would probably look somewhat similar in the end depending on distance to the subject. It won't be a stark difference. A person may want to tinker on what setup may work for them. Amazon offers the ability to mount a phone or iPad in the middle.
