That's why I love C-A.
CA general laws are gift cards don't expire, and they don't get service or dormancy fees.
There are, of course some exceptions, but for most of us they're few and rare.
One exception is non-specific, use anywhere cards, i.e. Visa prepaid debit cards and similar.
Some of these can be issued with an expiration date, but it must be printed on the front of the card.
They can also (and usually do) have dormancy fees and they don't have to tell you they do.
So you get a card and put it in the sock drawer and forget about it.
It's entirely possible the next time one uses it, it doesn't have the balance they expected.
I found a three year old card from Target and from B&H and they spent well, no problem.
So yeah, it depends on the state.
