probably asking the question wrong which is why I'm not getting an answer that makes sense.

Just put my bro on Mint.

How much data does a webpage use viewed on a mobile device as compared when viewed on a desktop?

That's going to depend entirely on the page you are viewing.

Completely depends on the website and most people spend 90% of their time on a dozen websites total. So it is really going to be specific to his use. Could be none, could be 100x.

Yeah, completely dependent on if a site has mobile versus computer version. For a computer with a >20 Mbps connection there are lots of news sites push video or an animated .GIF. This can easily make a page 20 MB to 60 MB.

MRF is the same on desktop and mobile, right? it's all text, there are no ads, and I am not aware of a mobile version. So the ration is 1x

Streaming sites like Netflix and You tube probably 10x or more, depending on monitor resolution on deskop vs mobile. For example, streaming 4K on AppleTV or Desktop uses a lot more data than 480 video compressed by the cell phone provider.

You really need to try to see how much data he uses.

3G is painfully slow. oh wait, its not 3G GSM, it is 3 GB, hopefully 4G/LTE or 5G.
