Whats most 32 bit Mac OS that works with Kjams

When I went to Catalina, Kjams was the only program that got an X thru it, as it was 32 bit only.

If I was to make a bootable USB drive, or External HD, what would be the most recent MacOS that would work with Kjams?

The author suggests Mojave or run a Windows VM under Catalina.
