Back in my "database guy" days, I usually incorporated a separate "task processor" machine/server, and had a few lines of code for it that checked the timestamp of all communications. All authorized users' creds, including location/timezone were on file, and if the timestamp was more than a minute or two off, it generated a response asking the user to check their time settings.

In part this was because there were various SLA's (Service Level Agreements) in effect, some of which were very time sensitive. For super short SLA provisions, every minute could be critical, and we didn't want there to be any contention over adherence to SLA performance, so nipping any timestamp issue in the bud was a must. I set the "task processor" machine to check a legit time server every few minutes to at least 3X/hour, depending on how extensive the "task processor's" tasks were.

PCs use network time servers too

There are network time servers, and there are Network Time Servers. Not all time servers are created equal. Sometimes a local network merely gets synced to a single machine on it, and if/when that machine doesn't do time right, all synced machines are also off (like MRF). When a real Network Time Server is polled over the WAN, the time is synced to a better approximation of the real time. Then there's the combo/hybrid routine where only the main local machine checks the WAN, and all other local machines are synced to it, and there may be some latency involved, that why not all time is equal.

It must be running off my work laptop which is 8 minutes behind. Unfortunately, IT in its infinite wisdom has locked users out of any date/time changes.

The server gets its time from a sundial that hasn't been corrected for the equation of time.

And then there is Windows. Its process for checking time servers can fail and stop running, or not apply the correction needed after querying a server. I haven't looked at bug reports related to that recently, but past versions have also had a "misfeature" where if the difference between the local time and the time server was too large it would be ignored.

Any way to force a clock update in Windows 10? I've restarted, etc and it's still 8 minutes behind. Big PITA when working virtually as all my Teams meeting notifications are way behind as well.

That’s why I often rolled my own time server function into my projects. By polling a real time source via the WAN several times per hour, and then incrementing it locally in between polls, it was pretty much impossible to get too far out of whack. Why rely on anything windoze if a few lines of code will put such a potential pitfall in the rear view mirror? Nomo PITA’s.
