Local Keychain items ... didn't make the Migration

2 or 3 times now I'd had to cadge passwords from my old Mac's Keychain file because I couldn't remember them, and the new Mac was askin'.

Is there an easy way to audit or merge keychain files? In both cases (old and new Mac) my macOS user name/password would be the same.

“ Note: You can’t copy passwords stored in your Local Items or iCloud Keychain. To transfer these keychain items to another computer, set up iCloud Keychain on the other computer using your iCloud user name (normally your Apple ID) and password.
You can manually copy keychains other than Local Items or iCloud Keychains to another Mac using the steps below.”

...Also, Apple is now putting almost everything in the Local Items (iCloud) keychain in order to force the matter.

Given how reliable Apple's cloud services are (not), I strongly recommend the use of a password manager like 1Password or Lastpass.

I have 1Password but it isn’t as nicely integrated as Keychain is, which hasn’t failed me.

it's enabled on both Macs; that setting was brought over along with the rest.

On both Macs, all items are grayed out (can't be exported). Both login and Local items keychains are unlocked.

It's all the web form (Safari passwords) that are missing on the new Mac.
