One could argue that it's only working for those paying attention and literate... The flashing one isn't gone to do any better for those that don't meet those requirements, though.

Maybe they should make it like a railroad crossing and install a gate. Over height detection far enough in advance to drop gates. Some drivers would probably plow thru that as well.
