‘ The cicada flew through an open window and hit the driver's face, causing them to crash into a utility pole and total the car, according to a tweet by the Cincinnati Police Department. ‘

‘ responsible ‘ ; ‘ causing ‘

You keep using those words. I do not think they mean what you think they mean.

Yep. You have a 2-inch long hard object hit you in the face with some force while you are driving and let’s see what happens.

Cicadas don’t just come out of the ground every 17 years. There are two types: periodic (13-17 years) and annual. The annual emerge every summer and you hear them hum at night and see the empty husk left after molting. They sound like a LARGE angry bee when they fly, and there is no way of knowing which direction they will go. They are fast as well, so it can be hard to identify them in the air. Fortunately the annual ones aren’t that common (certainly not rare though) so you don’t hear much about them.

I once swallowed a June Bug while driving as a teenager. Fortunately I was able to pull to the side while coughing and spitting. Hard ? Yeah. One of my retired Army driving teachers taught me something that has kept me alive lo these many years.....

"Plan ahead. Think about 'what if" as you drive. What if that guy next to you swerves at you ? What if that truck on the other side of the road comes across the median strip at you ? What if your throttle sticks ? Prepare to dodge. Prepare to speed up. Prepared to brake. "

That advice has kept me from having innumerable accidents when something surprising happens. From the amusing (eating a bug) to the murderous (Kids dropping a piece of concrete from a bridge at us).
