If a person has a family storage plan and one person has a 6s backed up but then go to iPhone 12 and back it up to the cloud and they are not going to use the 6s Anglo get, how do they delete the 6s backup?

Immediately figured it out, go to manage backups in settings and choose the phone and delete that backup
