Estimated Regulatory Fees, on an Echo 5??

Why is there a charge that is almost equal to the tax on this refurbished Echo Show 5. $4.10 tax, and $4.00 Estimated Regulatory Fee.

What is this?


Yes, it is California, fee, probably like for a TV, electronic waste, etc..

My first guess was a recycling fee of some kind.
