According to this list in Wikipedia, the five worst floods in history were in China:

500,000–4,000,000 China floods China 1931
900,000–2,000,000 Yellow River flood China 1887
500,000–800,000 Yellow River flood China 1939
229,000 Typhoon Nina China 1975
145,000 Yangtze flood China 1935

They are also the reason China went "full steam ahead" with the Three Gorges Dam project - Flood control on the Yellow River and Yangtze River.
If we had lost half a MILLION people to a single flood, you can bet the river responsible would have been the focus of an equally large effort - and nothing anyone else said would have been listened to.

Unfortunately, the engineering and implementation of that project has been questionable. There are concerns that it may not have been done correctly and may result in a more catastrophic event.
