I never use one of these.

I came across a dozen 18650 but all of them measure between 0.2 and 1.0V, I assume these are toast and not worth trying to charge, correct?

Are these loose cells or do they have built-in USB charging?

The latter are pretty no-worry as I understand it, just plug in a charger.

If they don't have a built-in charger, than a certain amount of caution and do-diligence is necessary.

Some Li cells can be overcharged, to unpleasant results.

these are loose cells, no USB, unclear if they are protected or unprotected. I saw them in a bin of recycled batteries at work, between a bunch of Alkaline cells. I measured the voltage out of curiosity. I assume whoever dumped them knew what he (she) was doing, they probably no longer holt or take a charge. Also the fact that there are 12 I assume they came from some lab device, but I am not aware of anything like that in our lab. Maybe someone brought them from home. Either way they seem too low to be worth investing in a charge and testing them.

I do not have any chargers or devices that use these types of cells, but I could get a flash light if these cells were good. I will pass.
