I'd argue that's not entire true. Probably true in the logical sense. But it is possible to ship "Ground" to Hawaii, and I'm pretty sure UPS isn't running cargo ships across the ocean. I think those "Ground" packages just wait until there's space on an airplane and then get tossed in.
