Dang USPS, Priority Express and no item delivery

Ordered a phone from Swappa. San Diego to me in Long Beach/Lakewood (100 Miles).

So I want the phone ASAP, so I pay the $38 for Express.

Guy drops it off Wednesday morning, and it gets to the San Diego Distribution Center and it is "In Transit" ... and that is the last I see of an update.

It was suppose to be delivered by last night the 27th by 6 PM.

I call USPS and they can open a "case" and will get back to me in 2 or 3 days.

We need the phone? Not that it makes any difference, but is there a refund of the express payment if not delivered by the date and time stated on my end?

Yes... [www.usps.com]

But, you'll probably have to go through Swappa or the seller (and thus their terms instead of USPS's) since you paid them the shipping. I haven't used Swappa, so I don't know if Swappa provides the shipping label to the seller, or if the seller ships on their own.

Are you SURE that Swappa PAID for USPS Express Service? I can see them sending it via "REGULAR" Priority Mail (maybe hoping for early delivery OR, that you'll just accept getting screwed over).

on the tracking page, go down to 'Product Information' and that will tell you what service was used when it shipped...

Well, $38 would make a difference to me.

But yes, Express mail times are guaranteed, with the exception of weather, I do believe.

The refund goes to the sender, not you, as you didn't pay the USPS the fee, Swappa did, presumably.

So you'd take it up with Swappa.

Ideally, they would in turn issue you a refund.

I know nothing about the company, so won't cast aspersions or make assumptions.

Finally showed up at Los Angeles Distribution Center.

Waiting to see if it shows up at local post office, for delivery today.
