Running an app in an emulator

I have a situation - there is an app that has just been released for both ios and android and would like to be able to run on a PC. Any of our knowledgeable computer gurus know if this is possible?

Does "PC" mean Windows, or "Personal Computer" which includes Mac?

With the M1 based Macs, many iOS apps can run on them, so the iOS version of this app may just work.

Also, Windows 11 is going to real soon now include actual Android app install / execution functionality. It might even do it already...
