for porch back stairs: tongue in groove or slats?

Again, back stairs only, that are totally exposed to the elements. The previous stairs rotted and were TinG but were about 30 years old. Below stairs is just wasted space and dirt.

I'd use PT deck board 1x6's if there's support in the middle of the stairs. If there's not support for more than a couple of feet I'd use 2x6's.

Typically, you only use T&G when it's covered -- you want the water to drain somewhere. Go with the pressure-treated comment or switch to synthetic (Trex or similar) or exotic wood (Ipe or similar). How wide and ditto the previous comment about supports.

I agree with slats for back stairs. Depending on the number of stringers and width, 2x lumber is probably going to serve you better than 1x. With synthtic, you may need to add/move a stringer.

Another choice is single-piece stair treads 2x12.

I put these in about ten years ago on a fully-exposed stoop's stair. Rock solid so far.

Yeah I suppose that's an option I forgot about. But PT wood hates paint. Did you paint it?

Put in a ramp.

Saint Cloud, Minnesota, where the weather is wonderful even when it isn't.

No, No paint (or stain). I prefer a natural look. I think I used wood sealer once, years after installation.
