Visiting some friends just outside of Ruidoso NM, having some wine and other* in the evening, we hear a loud <KLANG>!! as his dog starts barking.

Looking into the darkness, there is a large shadow in the neighborhood dumpster, moving about, then climbing out with a a trash bag.

A bear, just across the street from us. My friend says "don't worry, he got his easy meal, he won't bother with us and my dog!" I said "Riiiiight" and stood by the door. We watched the bear grab another bag and lope away.

The dumpsters are latched, but apparently not a problem for the bear.

You should watch the Mythbusters episode with the bears and the minivan.

The police have no duty to respond. See Castle Rock v. Gonzales, 545 U.S. 748 (2005) or Warren v. District of Columbia[1] (444 A.2d. 1, D.C. Ct. of Ap. 1981)

He was smarter than the average bear.

It is what it is.
