Chickenpox vaccine wasn't recommended as part of the standard vaccination schedule in Canada until 1998. The first vaccination campaign in Canada took place in 2000. He was born in 1994. He could easily have had chickenpox prior to that, or could be one of the 5% or so who for whom the vaccine is not fully effective, or just missed it because of spotty vaccination in the first years after the vaccine became available.
Shingrix can prevent this, but it's recommended for people over the age of 50. Unless he was aware of a unique risk, there's no special reason for him to have had the shot as an adult.

Prognosis
Overall between 30% and 70% of Ramsay Hunt Syndrome type 2 patients recover most functionality depending on early diagnosis and treatment with chances of recovery dropping to 50% if treatment is delayed beyond 72 hours.
Once the active infection has been cleared with antivirals, the facial nerves will begin to regrow at approximately 1mm per day. The recovery process for Ramsay Hunt Syndrome is significantly longer than Bell's Palsy. On average, Ramsay Hunt Syndrome patients begin to see their symptoms resolve between 5 and 12 months post diagnosis and can expect to see continued resolution of symptoms for up to 2 years post diagnosis.

Predictably, anti-vaxxers are swooping in on Justin Bieber's announcement that he has Ramsay Hunt syndrome. It has nothing to do with vaccines, but is another sequel of chickenpox.
