Pros: you make/receive calls without cell Signal; you can make/receive calls abroad without extra charges (it works for me on ATT and Xfinity)
Cons: may not always give you accurate location if you call 911. May cut out if you have bad WiFi or bad internet connection.

With AT&T, I believe you have to actually turn on International Calling in order to use your phone overseas. I was in Japan for 5 weeks earlier this year. Here's my take on AT&T's International Calling Plan:
It costs $10/day whether you make one call or a bunch of calls. If you don't make an overseas call on a particular day, they don't charge you. After 10 days (within a billing cycle), they don't charge any more. So there's a cap of $100 per cycle. This worked well for me because I was there over two cycles. The first 21 days cost $100, and the next 15 days cost $100. The best part was that work paid for it.
At first, I thought $10/day was kinda high, but it was great to have. I could call anyone, anywhere from wherever I was. Since I was there for work, I needed to be able to call back home, call co-workers who were in-country, and call places in Japan. I never had to worry if I was on wi-fi. Even though work paid for it, I've decided if I'm overseas again, $10/day is worth the peace of mind to be able to use my phone just as if I'm back home.
