I'm sure I'm not the only one who received this email today.

Paypal Return Shipping going away.
Our Return Shipping on Us service is coming to an end. Starting November 27th, 2022, PayPal will no longer provide free return shipping labels or refunds for return shipping costs.

Just so I'm clear, this has nothing to do with Amazon free returns or ebay if a seller offers free returns, right? So then what is this about?

If you used PayPal checkout at a (usually) smaller retailer, but it really applied to anywhere PayPal was offered as a payment method, then PayPal would pay for the return shipping, if needed.

Since Amazon and eBay returns have nothing to do with PayPal, they are not affected.
eBay has moved away from PayPal as a payment method, although some listing might still accept it, but eBay will make the seller pay for any returns where the seller is in the "wrong" anyway.
