Ventura: can't get desktop notifications to show up without clicking on the menubar icon

Upgraded to MacOS Ventura 13.0 last week, and the Notifications Alerts/Banners no long appear on my monitor unless I first click on the Clock/Notifications icon in the menubar.

In the new Systems Settings: Notifications, I have all 3 of those top Show Previews (Always) checked on (Allow when display is sleeping, when screen is locked, when mirroring/sharing display). And each of the Application Notifications in the list is on.

All of the notifications actually are there, I just can't see them without first clicking the menubar icon.

Anyone else seeing this behavior or know of a fix?
