I had the strong feeling that both teams were happy for it to end in a draw and didn't want to take big risks by playing a risky offensive game. Sort of boring for us viewers, but probably a tactical decision based on where they are in the standings. This is why I usually don't watch so many of the first round games, where points and standings are on everyone's minds.
Neither team played like it was a goal behind with 3 minutes left to play. That's because they weren't. But there were plenty of attacks and shots on goal -- particularly by the US side at its peak -- and a lot of good defense by everyone. It's impressive to watch how accurate and tactical the English passing was, particularly in the first half. It was also reasonably impressive how the US goal keeper played.
Curious here -- there was a rumor that Ecuador had been bribed to blow the opening game against Qatar, but they did win. But I haven't seen a suggestion on my internet search that the Argentinian goalie had been bribed -- I took a look at the replays of the two Saudi goals on the late night news, but I didn't see a more in depth analysis of the play leading up to them or to the goalie's play on what looked like quite long kicks, the kind that are routinely caught in the air.
