I’ve seen their ads popping up in my Gmail
I have no clue who they are either.

I don't have any ads following me around the internet—I use Safari and 1Blocker.

Yep I have them following me because I clicked on something and the stupid page jumped/fully loaded and when it did a Temu ad dropped right under my cursor. Been seeing them ever since.

I'm in a similar category as Article Accelerator. Scripting and Ad blockers.

I switched away from Chrome for most of my browsing because Google is slowly breaking ad blockers on purpose to get more money.

I am currently trying to figure out how to block Google's IP tracking for Youtube without logging in. I cleared cookies and history, but still see the same string of crap suggestions. It worked about nine months ago. It seems since then that they added a layer of deep tracking.

They are Chinese, but they’re a real online merchant.

They do subscribe to the “Flood the Web and Email Everywhere” school of marketing.

I've ordered stuff from them 4 times and gotten the items each time. Twice they were late and so I got a $5 credit to my account (that worked). That said, I've spend a total of less than $50 on Temu. When I did the first orders they accepted a very small order ($5-$10) with free shipping; by the last time the order had to be over $10 to get their free shipping. I wouldn't order anything that was critical nor very expensive. The things that I've ordered have been fine but they're such things as 9" metal table legs, a windshield sun shield, salt and pepper shakers, small L braces and so on. I use Paypal for these purchases. Paypal's buyer protection information is full of "mights" so I wouldn't expect them to happily reimburse me for a nondelivered item from Temu. Interestingly enough I don't get a lot of Temu ads even though I've purchased from them.

I don't use the Temu app and I do use PayPal to pay them. I have had zero trouble and in fact have gotten some pretty decent stuff on there. You have to read the reviews religiously to avoid clunkers, but I'm okay with that as I read fast. I would not use the app. I would not buy critical items like food containers or electronics or such. But, for example, my $1.89 Apple Watch bands are very nice and holding up well, as are my 89-cent hair clips. Stuff like that. And lots of fun anime knock-off figures, which are good enough and much better than paying $60 for one.

The article saying there have been 900+ complaints is kind of funny considering 100 million people shop there. I can't do math but that has to be a teeny fraction of one percent.

Also, anyone who clicked the links and read the articles is going to be followed around by Temu, as well, so brace yourself. Honestly, Old Navy and Forever 21 and The Gap and so on and so forth will trail you around as well, it just takes one misstep to get a retail operation stalking you.
