That sounded like an interesting question so I Googled for online coop collaboration sketch.

One of the results is
[draw.chat]

It appears to work and is free without needing any registration.
You can create a new, unique whiteboard to sketch on. Share the URL for that whiteboard and two people (maybe more) can see and edit the same sketch in a web browser window.

Freeform definitely works for my purpose with a few things to note. 1) it requires data to be synced with iCloud but the instructions lead to a page without the Freeform option. On three iPads I had to force quit Settings and THEN the option appeared. 2) the first time I tried sharing a “board” it never finished syncing with iCloud. I had to force quit Freeform and restart it before I could share the board. 3) when sketching together one iPad received errors regarding the sync and eventually quit unexpectedly.

So it works but it’s buggy.
