Hard to believe any agency or contractor could leave these obvious hazards in the roadway. Every minute they are left there is the potential cause for a fatal accident.

Huh.

Couple of weeks ago I was driving up the west wall from the airport, something very solid and about 8-10" square spun out from under the wheels of a semi next to me and went right through my front bumper. Couple of thousand in damage (covered, minus my deductible).

Don't think it was one of those things, but it was real fast, I never got a good look at whatever hit me.

Possibly a chunk of tire rubber. Once debris hits the ground and then goes airborne again you pay the repair costs.

Don't think so, it was more compact and solid than that. Really rocked the car when it hit, I thought initially it had blown out a tire (fortunately not). My best guess is some kind of construction debris.
