Performance is continuously running sales. Bikeforums has a forum dedicated to it -

10% off really isn't much for Performance. They'll go as high as 30% off but they also play games with their prices so who knows if they're ever giving you a deal at all.

Fun Fact - Their only real competitor, Nashbar, had the same server outage AND is having the same 10% off sale! I guess there is truth in the rumor that they're owned by the same people.

I've had a part on order with performance for over a month and a half and have openly admitted to me that they're estimates on when it will arrive are @#$%&. I've just been too lazy to order it from someone else. Really, I should send back my whole damn order.

The store around the corner from me does a 15% off sale every Tuesday at noon.
And their window has huge "Blowout Sale" banners up continuously.
Kinda like a rug or furniture store.

Not necessarily.
A lot of related businesses seem to source web services from the same niche companies who serve their industries.
To wit, a lot of motorcycle dealers use an outfit called PowerSportsNetwork to do their sites.
Hence the sites all look pretty much the same, and have much the same content.
