The wheel is a "OMC", or "One Man Control", both the Diving Planes, and the Rudder can be controlled by one person. In the good old days, the controls were split across two people, one on Diving Planes, the other on Rudder.

It's missing a "brody" knob.

The wheels control the steam flow to the propulsion turbine of a nuke submarine.

The outer wheel controls flow for forward and the inner wheel for reverse.

I spent many hours sitting in front of the center panel, which is the reactor plant control panel.
