PAL to NTSC ?

My wife (or her mom) taped a TV program a while back that she wanted to convert to DVD for safe keeping. However, when i fired up the VCR, the tape looked and sounded terrible. I then realized it was probably recorded in PAL. So my question is is it possible to convert it to NTSC? And do I need a PAL VCR to do so? Or is there a way to capture the PAL signal THEN convert to NTSC?

or you can often find someone you can pay if you only need 1 conversion done.
might cost you $10-$20.

I'm pretty sure her mom has a multi-system VCR. Could that be hooked to the computer?

some multi-system VCRs still require a PAL TV.
some do not - those do digital conversion on the fly.

Its actually a live recording of some singing and dancing. To say I've conducted an exhaustive search would be an understatement.

Another vote for finding a local service that will do it.
In my (small) town, it costs $10.

using toast for any sort of conversion simply takes too long...
