Email format behavior question

I've never been clear on whether or not this kind of email format:

Herman Munster <Herman@Munster.com>

... can be used in all modern email programs successfully, as well as in email fields (when filling out forms online).

Does anyone know if this carrot-bracketed format is allowed always, or just randomly, or how that works.

Just use gomez@addams.com, unless you are using "Gomez Addams <gomez@addams.com>".

They are only used to separate the actual email address from any other text in the field. They are ignored by the email transport system.

Most well-programmed web forms will reject them if you try to add them.
