Verizon Firewall comes with our basic DSL subscription

Do I still need to use Windows built-in firewall? This is for our Windows XP Pro SP3 desktop.

Yes. It's almost a case of "the more, the better". None of the anti-virus s/w covers all possibilities. Some of it covers some dangers better than others. A combo tends to cover more possibilities, but at some point there are diminishing returns. I don't know where the sweet spot is.
