Nope. I had looked for an explanation of what they are doing and ran across the following. If the various posters are correct, it's not a scam (in the sense that they are stealing from you) but it will probably make you poorer!

If never-ending auctions and having to pay for each bid don't raise red flags for you, you probably don't have any money to bid with anyhow.
