In two weeks, at this rate, "opening back up" is not going to be practicable in many places in the country. It's not going to be his choice, except to withhold help from states that defy him - the governors are going to decide when and for how long stay-in-place and other orders remain in effect.

Maybe opening back up will be enough for Senate Republicans to finally grow a backbone.

He'll put pressure on the governors to open up, the Republican governors probably will cave, the Democratic ones will most likely remain closed.
