It’s not at all about removing restrictions, it’s about supporting Pres. Trump. The tea baggers are now Trumpists.

Yep.
And like the feds have passed the buck to states, states pass it on to locals. A lot of them will not follow their governors' reckless decisions, should they try to re-open too soon. It's an insane way to manage a pandemic but it's where we are.
