That's his impersonation of praying. He remembers the laying on of hands in the oval office so he figures he'll look pious if he lays his hand on the wreath.

I saw that. Maybe because officially he’s Commander in Chief of the Armed forces, so it would have been inappropriate for him to not salute? Anyone out there know the official protocol?

A departure from norms was decided best rather than a needless battle with a still grieving family member. Just a wild guess.

That’s not a flag, at least not an American flag. It has a white stripe at the bottom/outer edge.
The American flag has red stripes at top and bottom.

Military protocol for active members is only those in uniform are to salute, all others put their hand over their heart. The law also allows veterans to salute. But I'm not sure about the President who is commander in chief who is a civilian but in the chain of command. his "uniform" would be civvies. Obama was the first president to render a salute, not even Eisenhower did so during his two terms as president.

Frankly, I have no issue with a president saluting or not (as long as it is our military and not the North Koreans).
