A few things...
1. Lots of countries use the disorder surrounding a new administration in the US to exploit it for political points or worse. They plan all sorts of stuff ranging from silly attention-grabbing stunts to full-on invasions. The noise seems to be coalescing around an attack one of our allies in early January.
2. 45 has not given up on being a "war president" and would love to mire Biden's administration with a hopeless war. He's encouraging this.
3. You missed the bit in the news where they announced that they would be refining uranium at 20% purity. (They were limited to 3.67% by the agreement that we backed out from.)
4. Iran tends to move their troops and make big announcements and threats right before they come to the negotiating table so that it appears that they're negotiating from a position of power. This might actually be a sign that after all of our bad faith they are nevertheless willing to negotiate with the Biden administration.

I'm not sure he could not find someone to obey an order to start a war. The top guy might refuse, but he still is the Commander In Chief and I doubt the order could be found illegal. I'm sure there are plenty of future contractors/mercanaries still in service and wanting to show how tough they are!Quote
