Statistically, it should work. Just not if you end up being in the one-twentith of one percent that could theoretically end up with a breakthrough infection.

See my other thread about the breakthrough infection rate being higher than expected ... it's apparently 0.1% in my state. Small, but not insignificant, and it could end up going higher with more people getting infected with Delta or other more-contagious variants.

How is this advice substantively different from what the other CDC guidance has stated over the last few weeks, relative to vaccinated not needing masks indoors?

Not really all that different. Everyone concentrates on the headline, but once you go into their recommendations the conditionals stated basically come down to masks still being recommended for use when the vaccination status of all present is not certain. Basically it comes down to the difference between "needed: and not necessary but still can be used.

How this will play out may depend a lot on each state and the school districts. Those under 12 still will not be vaccinated, teachers and their students probably should still wear masks. How they are going to verify and enforce vaccination among the 12 and older students and their teachers, that is open to question at this point.

That's a big part of the problem. There's the possibility of forged vaccination records, students and teachers who refuse to get vaccinated, etc.

Also, what about those who have been vaccinated, but continue to insist on wearing a mask? Will they be told they have to take them off, or if not, will their wearing a mask be used against them?

I think it's entirely reasonable, despite the CDC's recommendations, for a school system to mandate masks indoors regardless of vaccination status. There are just too many unknowns; for example, we don't know for sure whether boosters will be needed, and if so, how frequently. And then we have Delta, Lambda, and other variants floating around.
