I presumed it's con, because would you really want General Fox protecting the hen houses?
And while you might be for killing roaches and rats, would you really want someone in charge who will be killing off all the people underneath them? It's likely that Dump's nominees will fire most of the people in the departments they take charge of, in the name of "efficiency" and "cost savings".
And these folks aren't really rats or roaches, they are just in Dump's mind. (Gazelles, like the hens, are perfectly inoffensive...)

I wonder if there was anyone that he offered a position to that said, "I'm sorry, but I'm not qualified to do that job".
That would be the action of someone wanting to do a good job.
And the flip side, if there was anyone extremely qualified that said, "I'm sorry, but I don't want anything to do with your administration".
That would be the action of someone already looking for another job.
Someone fearing not being qualified or fearing accepting the responsibility of important positions would be hearted by realizing they weren't selected for actual job qualifications.
They'd also be heartened realizing they wouldn't be held accountable for poor performance; their only real responsibility is to follow marching orders from The Boss, and he'd certainly tell them what's expected.
