I have seen it done, it works well if plaster formulated for use in wet environments is used and applied properly over correct backing. Places I have seen it used finished the surface with a gloss or semigloss paint also suitable for regular exposure to water.

It can be next to impossible. Most likely the Battery Management System (BMS) has detected a cell under its minimum set voltage and will not allow a charge. About the only method of charging is to bypass the BMS and apply a low current charge at the appropriate voltage to each individual cell.
