I use my Starwood AMEX at Costco. It provides a free night at Sheraton, etc. for a minimum of 2000 points on a weekend, depending on the quality of the hotel. I just stayed at the Sheraton at the Atlanta airport for 4000 points on Wed night (it's 3000 points on a weekend). Smoking costs almost $40 per pack. The authors suggest that smokers pay about $33 of the cost, their families pay $5.44 and society pays $1.44 of the cost
I haven't read the book, but if the analysis is right, then states are typically "overcharging" for their costs from smokers.

You're right that other mouthwashes have flouride. The cheap Walgreens generic that we buy has the same concentration as the ACT Restoring (sodium fluoride 0.05%). I'd bet Baby Tats is right and that it's marketing.

I don't know the biochemical mechanism, but the notion of flouride (in toothpaste and mouthwash) rebuilding enamel is familiar to me.
This doesn't speak to the mechanism, but does support the notion of rebuilding: "Fluoride works by stopping or even reversing the tooth decay process. It keeps the tooth enamel strong and solid by preventing the loss of (and enhancing the re-attachment of)
