I'd first try the stuff sold at the auto store for removing various debris--tar and bird poo. Presumably that's safe for the paint. If that works, then I'd put some wax over the top.
Please don't use a kitchen scrunge kind of thing--it will scratch the finish.

I think the friend should replace it with a used one. If the kid doesn't come up with the cash, I'd call his parents. In fact, if he does come up with it, I'd call the parents. In either case, they should know the kind of kid they're raising--a responsible one or not.
If the friend and parents don't take responsibility, I'd split it with my kid because I can afford it better than she can.

I bought a locking mailbox for the same reason. I decided not to put in on a post, so I put it into a brick column that I built. I had never laid brick before and found that it wasn't particularly difficult as long as I took my time and was compulsive with a level. It took me a full day to build the column--it's only about 5 feet high. But, it turned out fine and the box is secure.

I'm in the Atlanta area also. I put a heater in the laundry room because it has water in the exterior wall. I wrapped a couple of turns of heat tape around the outside spigots and put an insulating cover on them. That is surely overkill, but better safe than sorry. But, that's only for last night and tonight when it's getting down to 10 degrees. I put covers only on the outside

We're relatively balmy here in N GA with 23 degrees. It's forecast to be 10 tomorrow and 10 the next morning, as well. We'll be 50 hours or so below freezing.
That's going to cause a big problem with all the water faucets on the outside of houses that are not protected. Most homes down here don't have frost-proof outside faucets and a lot of people don't protect them.

See's has small kiosks in at Christmas in larger malls in the Georgia and Tenn areas, at least. I grew up with See's in California and was very pleased to see them appear out here. I scored a couple of small boxes for Christmas and just went to eat one!
