Far-right Republicans have always had a thing for Israel. It has to do with their hand in glove ties to evangelicals, who feel that Israel is important post-rapture-wise. They also want to court the conservative Jewish voting block.

Jailing him would only help his cause. Hefty fines would work great because his legal fees have him hemorrhaging money painfully, but he can't admit it! $900,000 a violation should do the trick.
