Thanks to all. Think price for unlocked phone here about the same as cost back in Normandy. Friend was trying to save a few bucks, but concluded there wasn't much of an advantage. Thanks to all.

Looks like the concensus is to buy unlocked and check to see that her providers are European 3G providers (good); LTE providers (maybe not so good). Also, iPhone 5s are questionable at this time. Thanks folks. Will let you know what happens.

Friends from France visiting till after NYE. One wants to buy an iPhone here, take it home to France and have it connect to her residential service/provider. I know arrangements can be made to have an American iPhone work in Europe for a while, but can the arrangement be made permanent (including a French language interface w/ the iOS)?
