Yeah Dutch oven is better than foil. A little bouquet garni, and some pearl onions. Then you can deglaze the pan with wine after.

Rather tough cut, I'd cook it even lower and longer. Sear after if you think it needs it but I'd skip it. I'd also wrap in foil loosely, or tent it, as it's referred to in cooking lingo.
