The drive that retains its opening settings is formatted in MacOS Extended (Journaled). The other drive, that reverts to its default opening settings, is formatted in MS-DOS (FAT32). It does not have an Ignore ownership checkbox… Erased the obstinate flash drive, then reformatted it in Mac OS Extended (Journaled). Using Mail Version 12.4 on iMac with OS 10.14.6. Have spoken to Apple support. Some ground was gained; email could be sent—for a while. After downloading VLC media player a message appeared on the desktop. It says "Duplicating 242 items to desktop," has a progress bar, but does not have a red "close" dot in the top L corner.
