Wasn't that long ago that compact flash cards were cheaper than SD cards. I recall telling friends who asked my advice on what to look for in a point and shoot camera were a CF card, AA batteries and optical zoom. Now I just suggest the latter two.

I do not know what qualifies someone as a resident if they are a student. Maybe if you can establish residency from the past and your move was to become a student but you maintain some sort of 'permanent' residency in MN then perhaps the rules allow you to qualify. Worth checking? Your call.

I've also had the battery slip out of my Pismo. Operator error in my case. I was carrying it in a manner conducive to the latch catching on my belt. I made it a practice to carry it with the top towards me and that took care of the issue. It can be a bit disconcerting when your battery flies out.
